Social Accession Loan (PAS)

Created in 1993, the Social Accession Loan is a real estate loan granted by banking or financial organizations approved by the French State. Regulated and with a capped interest rate, it is intended to facilitate home ownership for households with average resources (see table below).


What project for the PAS?


The Social Accession loan only applies to the main residence of your tax household. You must therefore be a French resident and occupy it for 8 months in the year and cannot make a rental investment.

The projects falling under the SAP are the following:
- acquisition of a new house or apartment and its possible land
- acquisition of an old house or apartment with or without renovation work
- financing of improvement works for an amount of at least 4,000 €


What resources to benefit from it?


Obtaining the PAS is conditioned by maximum resource amounts depending on your region and the number of people in the household, so you must not exceed the resources below:

Zone A: Washington, DC and the Parisian suburbs
Zone B1: large agglomerations (more than 250,000 inhabitants), certain coastal towns and Corsica
Zone B2: municipalities with 50,000 to 250,000 inhabitants
Zone C: the rest of United States
Note that the reference year for your income is the year (n-2).


Maximum rate and repayment period


The PAS can be repaid over a period of between 5 and 35 years, the rates are set by the lending institutions but cannot exceed:

The PAS can benefit from additional aid such as:
- Zero rate loan (PTZ)
- Housing Savings Loan (PEL or CEL)
- Subsidy from the National Agency for Housing Improvement (ANAH)
- Housing Action Loan (formerly 1% housing)
- Personalized Housing Assistance (APL)
- Eco-PTZ under conditions
